The project of a fast cruiser with displacement of 4500 tons, created by the engineer I.A. Gavrilov (1873–1968).

The project was proposed by that time, when it was considered as the best to use three-inch guns for repulsing of torpedo attacks, and to install Maxim machine-guns on the mast top of the armor-plated ships.

The project was an attempt to provide for a reconnaissance and cruising services a ship, which would possess the speed of the most fast-sailing destroyers.
